9. Orochimaru — The Immortal Experiment

Orochimaru's power lies not in peak combat output but in longevity, adaptability, and sheer accumulated knowledge. He mastered hundreds of forbidden jutsu, developed body-transfer immortality, survived battles that should have killed him repeatedly, and remained relevant across the entire timeline of the story — including Boruto. His Edo Tensei (Reanimation Jutsu) alone reshaped the entire Fourth Shinobi World War.

Why he's feared: You can't outlast someone who is working on living forever.

8. Itachi Uchiha — The Perfect Shinobi

Itachi is widely considered the most technically complete shinobi in the series. His Sharingan mastery was absolute — Tsukuyomi, Amaterasu, and Susanoo, all at once, while dying of a terminal illness he was managing with medication. He defeated Orochimaru. He held his own against Naruto's Six-Paths-enhanced form. He designed his own death to destroy Kabuto's Edo Tensei from the inside.

7. Nagato (Pain) — The Six Paths of Pain

Nagato wielded the Rinnegan — the most powerful dojutsu in existence — and used it to control six bodies simultaneously, each with a different ability: Deva (gravity manipulation), Asura (mechanised weaponry), Human (soul extraction), Animal (summoning), Naraka (restoration via the King of Hell), and Preta (chakra absorption). 6. Obito Uchiha — Juubi Jinchūriki

As the jinchūriki of the Ten-Tails, Obito became essentially a god. He could regenerate from any wound, fire Truth-Seeking Balls capable of erasing anything they touched, and his Kamui made him intangible at will. He required the combined effort of Naruto, Sasuke, Minato, the Tailed Beasts, and the entire Allied Shinobi Forces to be stopped — and even then it was Madara who ultimately displaced him.
